The Guiyang National High-tech Industrial Development Zone (Guiyang HIDZ) in Southwest China's Guizhou province has won widespread praise from visiting entrepreneurs this year for its modern factories, comprehensive facilities, and strong innovation environment, reflecting the zone's ongoing efforts to improve the business climate and promote high-quality development.
To ensure that enterprises can "move in and start production immediately", the zone has introduced a three-pronged support mechanism – rent, prepayment, and purchase, offering tailored incentive policies to reduce business costs.
For rental support, companies signing three-year contracts can enjoy up to nine months of rent reduction, while five-year contracts offer up to 20 months. Firms prepaying rent beyond one year are granted additional one-time rent discounts, easing financial pressure.
It also launched a voucher rebate system, allowing tenants to redeem vouchers based on performance ratings, which can be used for both production services and daily consumption – covering all aspects of business operation and employee life.
For property purchases, enterprises leasing factory buildings can offset rent payments against purchase costs –100 percent for the first year, 50 percent for the second, and 20 percent from the third year onward – effectively turning rental expenses into long-term assets.
Meanwhile, guided by a people-centered service philosophy, Guiyang HIDZ integrates "living, dining, commuting, and care" into its business ecosystem to ensure employees can both work with confidence and live with comfort.
To increase dining options, the zone partnered with local businesses to create the "Gaoxin Yuehui Time Market", a vibrant hub featuring local snacks, cafés, bistros, and night stalls – forming a lively leisure zone for workers.
To increase housing supply, multiple talent rental housing projects across the north, central, and south areas now provide accommodation for over 20,000 residents, catering to both single and family needs. The recently upgraded Kuafu Apartments offer fully furnished, move-in-ready housing with essential furniture and appliances.
To strengthen transportation, two customized shuttle routes now link workplaces, dormitories, and the market, forming an efficient internal commuting network. Shared bicycles are available across the park, and autonomous minibuses are planned to solve the "last-mile" challenge for employees.
To improve family services, the zone reopened its summer class in July, adding a primary school program to its existing kindergarten classes, providing safe and engaging childcare for employees' children.
Additionally, innovation remains the foundation of enterprise vitality. Anchored by the Guizhou Science City, Guiyang HIDZ has built a robust innovation ecosystem featuring strong R&D capacity, a solid talent pipeline, and efficient results transformation.
The zone has established a comprehensive industrial service system to ensure that innovation outcomes are both applicable and scalable. It connects universities and research institutes with enterprises to match technology supply and demand through the Guizhou Technology Exchange Market, while utilizing technology managers and financial institutions to accelerate commercialization.
Through initiatives like the Guizhou Science City Innovation Week, the zone continues to showcase achievements, identify new projects, and cultivate tech talent, further strengthening its innovation-driven growth.
Guiyang HIDZ currently hosts 147 provincial-level or above R&D institutions, 314 high-tech enterprises – ranking first in Guizhou Province – and has nurtured 11 national-level "Little Giant" technologically-advanced enterprises and 98 provincial-level specialized SMEs.
In workshops across the zone, such as the Guiyang Dual-Engine Industrial Incubation Park, workers are accelerating production – powering forward the next wave of intelligent manufacturing and innovation-led development.
