Guiyang National High-tech Industrial Development Zone (Guiyang HIDZ) in Southwest China's Guizhou province has introduced a new policy to reduce unnecessary inspections and create a more business-friendly environment.
Under the policy, the first 23 days of each month are designated as "enterprise quiet days," during which government departments are barred from conducting non-essential inspections, supervision, or research visits without approval.
The initiative, introduced in June, is paired with joint inspections that combine law enforcement with business services. In July, for example, several government departments jointly visited Guizhou Guangjitang Pharmaceutical Co and a Sinopec gas station, completing multiple inspections in a single visit while also addressing companies' needs and explaining relevant policies.
The zone has also established five industry-focused service teams covering advanced equipment manufacturing, electronic information manufacturing, new energy and new materials, the digital economy, and technology services. Dedicated personnel collect companies' requests and coordinate solutions across departments.
The measures are part of Guiyang HIDZ's broader effort to shift business services from fragmented inspections toward coordinated, demand-driven support.
